88 2.8L Hesitation at Start

I have a 2.8L MPFI 88 Camaro and when it first starts no matter on a hot or cold day it hesitates when you push the gas pedal. It's like a delay in when you push down the pedal and when the car reacts to it. After driving it a mile or two there is no more hesitation. It only does this at slow speeds like around a parking lot or something. Can anyone give me some clues to what it might be? I have replaced my cap and rotor and cables recently. I replaced my plugs about 6 months ago so I doubt it's any of that stuff. Well any help is appreciated.
