Help with title

My apologies for posting in this forum but I am getting furstrated at this nagging issue, so if anyone has any suggestions please feel free to provide any feedback.
The problem is related to a 1969 MGB GT which I purchased last Dec.. I still have the IROC & the Z & thought putting a British car next to the lot will add to it
Well the car was (supposedly) registered & titled (transferred properly) to the 2nd owner. He obtained new plates, new tags & he was comfortable in selling me the car. Since he was waiting for the title (Calif takes about two months to mail the title), we decided to do a pink bill of sale with the orginal VIN numbers correctly listed, sale price etc..
Next day I came to know at the DMV that they had erred in giving him the registration (& transfer of title) because they found later that there was something wrong with the papers submitted by the 2nd owner. It was not his fault as he did not know. So I asked them what's wrong and can I fix it. And they said the issue is marked in the original paers which have been mailed back to the 2nd owner and he should take care of it.
I relayed the news but I was away for about 3 weeks. When I came back he had moved so I spoke to him once over the phone and he said something about the VIN being entered by the 1st owner with MGBGT in front in order to make it 17 characters wide.
Well since then it has been, "I have not heard back from the 1st owner or I am too busy right now..."
So I have been thinking, if all of this comes to nought, if there was a way for me to somehow resolve this issue.
PS: The 69 MGB's had one VIN tag, so I was thinking (only as an option so as to not cut up the car and sell it in parts) of buying a shell with a clean title and transfer VIN id's.
