Electric fan operation, correct way?

Electric fan operation, correct way?

This has probably been asked before but couldn't fins it in the archives so her goes. I've got an 88 305 TPI motor. It has the twin electric fans. one fan will kick on when temps start getting up, does the other fan also kick on, or only with the air conditioning running. My air is not operational right now, I have not seen the second fan run and the temp on the car has climbed higher than I would like to see wit this hat weather.

So what I am asking, are both fans soppose to run under normal operation, and if not can I wire them together for extra cooling.
