What is the best way to test a fuel pump

Vehicle will not run. Put fuel psi gauge, will not go over about 32psi. I have a afpr, I have screwed down the afpr and it has not changed anything. Also have squeezed off the fuel line to the engine and that did not change anything.

Transmission: 5 Speed
To properly test a Fuel pump, 4 test must be done. A fuel pressure test, fuel volume test, dead head test, and a voltage test at the pump. If you are getting full voltage and have a good ground, and the pump is only putting out 32psi, it should still run, but it will run like crap. A tpi will run on almost 15psi of fuel. I would check your flow rate. See if your fuel filter is plugged. A dead head test is where you test fuel pressure with the return line blocked momentarily, You should have a spike in fuel pressure ( maybe 10-15psi). But do not let that run like that for more than a second or two or you will need a pump anyways.
