Question of immense importance
Can I use a 427 crank, rods, and pistons in a 454 block?
I've heard conflicting views on if I can do this or not. I absolutly cannot find a 427 block and a 454 is my last resort. I don't have the money for an aftermarket block.
Also. I have 1977 454 truck heads, will these fit on a Gen IV block or not?

the 454 is a stroked 427 so yes, you shouldn't have any problems

Yes the 427 internals will go right into a 454 block, as long as both the moving parts and the block are not tall deck stuff, or both are. AFAIK there are no tall-deck 454s, so if your 427 stuff is from a tall-deck, you're hosed. A 427 is the same stroke as a 396 with the same bore as a 454. You will need to be real careful about how the pistons you have match up to whatever heads; virtually all big block pistons are domed, so there's alot more opportunity for surprises in that area than with a small block. I have put motors together (in my younger, even more foolish days that I don't know how I survived) where the pistons actually hit the heads, the sides of teh domes sort of scraped the sides of the chambers. Not all piston-head combos run very good; some have detonation problems, some will leave little stray pockets of unburned gas laying around because they're disconnected from the rest of the cylinder, etc. In fact that's one of the reasons why that motor was dropped from pass cars in the first place; it was basically impossible to get it to run clean enough for the smog *****.
77 454 is a Mark 4 so they should "fit" any other Mark 4, subject to the concerns above. Those are pitiful heads, about the worst possible big block heads for a performance application.

I'm only trying to get 450 horses
I'm not trying to build a 600 horse race motor.
They have 113cc chambers and the pistons I'm getting are forged TRW units that have an 11.5:1 ratio with 109cc heads. I'm looking at about 10.5 to 11:1 compression. I'll probably need octane boost
I'm considering cutting my loses and building a small block. I have a nitrited steel 427 crank that I could probably sell for a decent ammount of money, and I could just eat the lose of the $200 I spent on the heads.
Why are those heads so bad anyway? Their specs aren't much different than old 427 heads and early '70s 454 heads(not LS6).

450 with a big block is like trying to get 350 on a smallblock 
the combustion chambers on the 77 heads suck, they also have crappy runners in the heads which rob horsepower...
damn, if you were closer i have a 4 bolt 350 i would trade straight across for your block..
