Help with noise from front of engine

Im getting this weird noise coming from the front of my new 350. The noise sounds like its coming from the balancer area. I put a new balancer on but the noise is still there even with my belt off. It almost sounds like a pulley whine or the way my smog pump sounded when it took a dump. There is only maybe a half hour runtime on the motor. I hope its not something internal. No visible shavings after first oil change but there was some black soot or something that was at the bottom of my drain pan after draining the oil.

chain. That was another thing I thought about but wouldn't that be more of a slapping noise.

it could be the chain or cam gear rubbing on the block/cover if the cam walks to much.

Take a chunk of heater hose, like a 2' section and probe around using it like a stethoscope. Try to determine the origin of the sound.

If it's a double row timing chain on a 1-piece rear main seal roller block, it's probably hitting. It will hit at the top of the chain by the oil galley plugs.
