Car refuses to start

Car: 89' Iroc-Z G92
Engine: TPI 305 G92
Transmission: T-5
Axle/Gears: Limited 9 bolt, 3.45
Car refuses to start
When the car is cranked it refuses to start, i checked the plugs for corrosion, and they are pretty much brand new, the injectors are recieving power and i just replaced the icm, all the plug wires are secure and in the right place any ideas? The starter works and all the pulleys turn. It has to be something with the ignition, the car is completely original and has 36,400 miles, oh yeah static fuel pressure is 40 psi

Quick test; disconnect the PVC valve hose at the valve and pour some gas through it, then crank if it starts and then dies, the problem is in the injection system.

All it does is gravity feed the gas into the intake, reconnect the hose to the pvc before starting. if it doesn't work that way it isn't going to work through the TB, just takes less time to do it.

just got her started, took apart the entire tpi and ignition system, polished and degreased the entire plenum/tb system (replaced the gaskets) and wd-40'd the forced intake, sprayed starting fluid into the plenum. Then i checked the cap on my project 305 (had to clamp it down) and it made power, took off the icm and put more of that heat reducer fluid under the icm. Then took the screws from the project 305's icm and put them on the car. Replaced everything. Hard start on the 3rd try after having to rev it. Car runs and starts like it was new, and has a little more power than the stock icm(when it was working). For some reason the car is actually louder.
