ZZ4 cam install confusion?

Car: 89 Turbo Trans Am and lots of non-3rd gens
Engine: 231 SFI Turbo's, LT4, LT1
Transmission: 2004r, 4L60E
ZZ4 cam install confusion?
Ok, maybe I'm completely confused or can't remember crap. I've installed my new ZZ4/ZZ3 cam and a new Rollmaster double chain.
When the 2 "dots" are lined up, (crank at 12:00, cam dot at 6:00) the piston is at TDC, but the cam has just finished the exhaust stroke and is about to begin the intake stroke!
Shouldn't the cam have just completed the intake stroke and then the "Dots" should align at the completion of the compression stroke at TDC and not the completion of the exhaust stroke?
(I'm looking at the #1 cylinder, drivers side front BTW)
This has completely confused me because I thought you bring it to TDC compression (when dots align, to install the distributor with the rotor pointing right at the #1 terminal on the cap)

Axle/Gears: 12B-3.73/9"-3.89
#6 is on compression. Don't know why, but that's the way it's done. If both dots are at 12 o'clock, you're on #1.
Now, my old '57 283, dots together was #1. Go figure.
