Fuel pump Sieze?

So a friend of mine has a same year Z28 and his fuel pump doesnt seem to be working. The car sat for a year without any gas at all in the tank. I have checked all his wiring and everything seems to be correct and working and getting power. Is it possible for a fuel pump thats betting sitting in an empty gas tank for a year to seize up? I have never dealt with the in tank type of fuel pump as of yet, so is there anything that I am missing? Its just odd that it mysteriously stops working after sitting for a year.

seems logical that it could of seized in a years time. you could alwarys run 12v directly to it through a jumper and see if it runs or not. be a quick, easy, and cheap way to know if the pump runs or not.
