please help, do i go Eldelbrok rpm performers, E-Tec or SDPC vortecs. I want streetable 350-400 fly hp at a decent price but more power may be niceif ill get good hp/$. ps. im buying a base too of course.

Pro-topline vortecs, they are cheap and already setup for performance. If you got stock vortecs setup like these heads it would cost a couple hundred bucks more than these.

just a heads up on the protopline heads. I went through four sets with the local machine shop trying to get a good pair for my truck but the castings are junk. Valve hight was allover the place and the valve guides did not stay at the same angle. I did not go with the pro heads. I went with 906 vortecs ported with 2.00"& 1.60" valves and a 292 magnum cam = 417rwhp in a truck so stock vortec heads will make 400 fwhp

Yes, under (absolutely) ideal conditions, Vortecs can support about 500 hp.
