When I take the gas cap off my car it makes a "whoosh" noise, like the tank is in a vaccum..Do I have a plugged or not working vent or something??

It is supposed to do that.
In fact, most newer cars, will set a trouble code if pressure fails to build up.
That's what the gas cap pressure test during your emissions inspection verifies.

Yep. The pressure is maintained so the EVAP system works. If there's no pressure, then it's obviously venting to atmosphere somewhere, which defeats the purpose of EVAP and creates unnecessary emissions..
