What is this tube?

What is this tube?
I was changing my spark plug wires and I noticed that there was this metal tube just hanging by my smog pump. It looks like the bolts just fell out. It connects to the smog pump and runs up towards the A/C compressor. What does this do and could have effected my performance in any way?

Is it air tubing? The only connection on my smog pump is a rubber hose that feeds the diverter valve. Other than that, two metal lines run from the valve. One goes back along the engine down to the catalytic converter, the other just turns down into the exhaust manifold air supply.
On the performance thing, probably not.
