Oil consumption problem

Ok guys bear with me. I have a lot of data here. My engine is burning an extreme amount of oil, around 1 quart for every 200 miles. A little blue smoke at start up but mostly when the engine is under heavy load. Here is the story of the engine.

L98
10:1 compression
rebuilt 4000 miles ago
bored .030"
L98 heads with .010" shaved off to ensure flat surface
intake manifold not shaved to match
new valve seals
high volume oil pump
new pcv valve
stock valve covers

the rings were replaced and block honed again 2000 miles after the rebuild because of the oil problem but this did not solve it. I believe my engine builders are idiots, so i wouldn't put it past them to screw up the rings twice.
Note, the cylinders were compression tested on the first set of rings and all were around 175psi.

Also, i noticed a SMALL pubble of oil on the outside of the intake manifold near where the runners meat the manifold. If i remember correctly, last time i had the runners off there was a small puddle of oil on the inside and at the bottom of each runner.

Also, the oil and coolant are clean, they have not mixed.

Also, my spark plugs have oil on them. Each plug has wet oil on the threads and solid crud on the ceramic and electrode. The majority of the solid crud seems to be facing the intake valve for each cylinder.

Also, the rubber hoses for the pcv system do not SEEM to have an excessive amount of oil in them.

I appreciate any help you guys can give. Let my know if you need any other information.
Thanks
John

I would suggest a wet/dry compression test. That will test the rings.

A leak between the manifold and heads is drawing oil from the lifter valley?

This is one of the things i was considering, but it doesn't explain oil at the bottom of the runners. I may have more than one problem contributing too.
