Funny this came up... i just had to replace mine yesterday.
First.. i'm assuming you have a factory steering wheel. You'll need a steering wheel puller, and a lock plate remover.
Take off the horn cover. Take off the steering wheel nut. Use the steering wheel puller to pull the steering wheel. Use lock plate remover to press the locking plate down, then remove the retaining ring (looks like a wire around the shaft.. should just need a screw driver or a pick). After you pull that you just need to loosen the lock plate remover and pull the lock plate off. Under that you should have a electrical contact ring for the horn or what not, and under that the blinker assembly. Loosen all the screws and disconnect the arm from the assembly. Gently pull the assembly out (be careful, all the wires need to stay connected.. just pull it out enough so that you can see the screws behind it.) On the right, you should see a small torx nut which is black in color, by itself, under th lock cylinder. Loosen this screw, and pull it out. You should be able to pull the old lock out and put in the new one.
Now, if you have an 89 or later with VATS, there will be wires leading down the steering coloumn. The new lock should have these same wires and just run to the same connector and click in. You'll need to find out what blank you had, and purchase a new key and get it cut to the same mechanical cut as the new keys that came with the cylinder.
No VATS? Well, then your done with no wires, and you just put the new one in and put all the stuff back together the way you found it.
Good luck.
