Fuel problems!!!

Fuel problems!!!
I released all the pressure from my fuel system including the tank, but when i pull the fuel filter connections it still dumps gas all over me. I know that the gas in the line is gonna pour out by why isnt it stoping? I got the filter changed by using vice grips on the 4 inch section of ruber tube between the tank and the filter. But why would the gas pour out of the tank like that?? The fuel lines run from the top of the tank. Any ideas????

oh yeah, and when i pull the fuel pump fuse the car dosnt die! It just starts to idle really low and shake. Whats going on?!!!
