Fuel or weak valve springs.
First thing to do is change the fuel filter. You not only need pressure but at high rpms, you need volume. It could be a lack of fuel. If you can mount a fuel pressure gauge where you can see it while driving, check the fuel pressure at 4000 rpm. TBI should be in the 12-14 psi range. If it's dropping below 9 at 4000 rpm then there's not enough volume to feed the injectors.
Is the cam and valve springs still stock? The valve springs could be worn out and are starting to cause the valves to float at lower rpms.

No this engine is a new crate motor and only has 5000 miles on it...I think you have helped though. I am sure it is because when i put the 350 in i used the stock 305 and intake and throttle body. I am sure the fuel nozzles are producing not enough fuel to feed the engine.. This might be the answer?? Thanks for the help!! Switching to tuned port soon so all my woo's should be over very soon.
