Some questions on electric fuel pump going to a holley carb

It's an 86 iroc i bought from a kid i used to know. i put my engine in and now im trying to figure out how to get this fuel pump to work right. Im not sure if it had an electric pump, or he converted it, but it has a holley pump below the tank on the drivers side, it feeds to the main line. As of now, it runs to a holley regulator and straight to the carb (holley 650 double pumper). Here's what im having trouble with:

I found the wire that controls the on/off of the pump. Im guessing it's supposed to be hot all the time because it only turns the pump on when the ignition is on run. There's a second wire that was taped together with it, but i can't figure out what it does (im not sure if the pumps have 2 wires to be hooked up or just the one i've figured out.

So now, all the fuel lines are hooked up, got an autometer fuel guage inline, and the regulator set at 8 or 9psi from the last car i had. I hit the wire to the battery and it pumps, gets to 8psi, holds steady and never shuts off.

Im pretty sure it's supposed to shut off when it reaches pressure, right? Is there supposed to be a return line on this thing? if so, from what and where too what and where, and before or after the regulator? and with the mystery wire.. is there only supposed to be one hookup under the hood for the pump?

I hope someone understands what im trying to explain and has an answer for me, my new engine would have been started for the first time in over a year tonight if i hadn't run into trouble with the fuel system. I've got that 20min break-in and im hoping it goes smoothly.

holley pumps run continous. They use an internal bypass to reroute the flow when pressure is at the regulator setting.

so when the key's in the ignition on run, my fuel pump's just gonna keep humming? things loud as hell..
