No speedo and code 24

i have a 1991 z28 with a 305 TPI the speedo and cruise dont work , but i have already replaced the VSS and the problem still exsists i have looked at the buffer box on the ecm but it looks like i would have to replace the whole ecm to change that. Is there anything else i should look for?
