timing flucuates to much at idle

timing flucuates to much at idle
i just installed new motor an tried setting the timing but the mark on the balancer wont stay in one place. why is it doing this.

it'd help if you said what engine/car combo you have. if it's a thirdgen i'd guess maybe you have the EST plugged in.
