Blinker fuse blows when key is turned on or off...

This is really getting to me... Every time I turn the car off, when I turn it back on, the blinkers don't work.. Something keeps blowing the fuse... If I put the fuse in with the car already on, they will work fine... But as soon as I turn the key on or off they blow...
I don't know where to begin on this one...

I have ran out of fuses to put in there and I can't keep driving without turn signals...

I would try using a bigger fuse. I'd try using a higher number fuse until it stops doing that. This is kind of like car audio. If you have too weak of a fuse in the power line it'll just shut off (and blow the fuse). So, you get a bigger fuse. How that helps. Wouldn't hurt trying.

I've looked at the schematics for the body wiring, and I really don't understand how the ignition switch cycling on and off could cause a problem with the turn signals, especially if the signals work after the car is running.

Unfortunately, my assessment of your likely problem is going to get you into the steering column. I'm thinking that the ignition switch actuator rod has somehow worn through the insulation of the turn/hazard switch wiring harness and is shorting it when the key is turned. This would be aggrevated by a tilt column, since the wires and actuator would be moving every time the coulumn is moved.

The ignition switch actuator rod moves along the steering column outer jacket when the key is turned. The turn/hazard switch wire harness occupies that same space. Over the years, the actuator rod may have interfered with the wiring enough to wear through the insulation. You'll have to remove the lower column trim and inspect the ribbon cable that feeds through the column. You may have to remove teh steering wheel and upper bowl to access the wiring.

I have an airbag. Removing the steering wheel isn't an option.

Try taking off your panel under the wheel and look at the wiring that is accessable like Vader said. It could be low enough to where you don't have to mess with the wheel.

While we're on the subject. Does anyone know why my turn signals blink, but my hazard lights don't. They come on, but don't blink. Thanks.

92, I can't help you...

Birmass, yours would be that you need the hazard flasher. There are 2 flashers in these cars, one for the turn signals which is in the dash near the steering column, and the one for the hazards which is in the fusebox.

Actually, the hazard flasher is locate in teh swing-down "Convenience Center" above the right side of the driver's footwell.

Incidentally, there is a procedure for removing the steering wheel on a car with an SIR. I've done it several times:
