"Fuel Filler Neck" Recall

I was reading the tech articles on this site, and I came across the question about the fuel filler neck recall for 91-92 Firebirds and Camaros. I own a '91, and I think my car may never have had this problem fixed. This is the despription given in the article:
"General Motors has determined that certain 1991-92 Firebird/Camaro model vehicles fail to conform to the requirements of Federal Motor Vehicle Safety Standard (FMVSS) 301, "Fuel System Integrity." These vehicles could exhibit cracks or "pin holes" at the fuel filler neck solder joint. This could result in fuel odor or fuel leakage. If an ignition source was present, fuel leakage resulting from this condition could result in a vehicle fire. Contact your dealer about this recall."

My car exhibits both symptoms, I believe. When I start the car, there is a huge puff of blueish smoke from the exhausts, and whenever I get out of the car while it is running, it smells like gas, strongly.

Is this recall still in effect, even in 2005? If so, where do I go to do something about it? I believe the car has passed through many hands, I bought off the side of a road where a guy had it for sale, and it was titled in Maryland before me (I live in PA). It has a sticker on the bumper from a car dealer right around the cornor from my house in Levittown, so I think it has seen a few owners, who, by the condition of the car when I bought it, didn't take proper care of it, so I don't think thye would have gotten this problem fixed.
Any help would be appreciated!

A G. M. dealer should be able to enter your vin in the computer and see if it was ever repaired by G.M. I don't think there is any time that a recall goes "out of date" since it has to do with safety. If you have an accident and the fuel starts burning the car down due to this problem, and you had taken the car to G.M. and they refused to do the repair, their liability would be HUGE.

So, I could go to any dealership that sells brand-new GM cars, and find out? If it hasn't been done, what do I do? Should I demand an appointment to get it fixed, or what?

You will have much better luck asking than demanding. There is no reason to demand unless being nice fails. Go in expecting them to do what is right and you probably will get the car fixed as it should be. You don't want to make the person who is in charge of having your car worked on mad at you before he even gets started!

They should still honor it.

Though, I must add that the blue smoke on start up is not related. blue smoke is oil. Oil burn on start up is typically due to worn valve guide seals, which is very very common on chevy motors.

It would also smell strongly of gas while the car was not on if this were the case of a busted filler neck.

I think you need new valve guide seals and a tune-up.
