How do I bend back a part of the frame?

How do I bend back a part of the frame?

For the past couple of weeks my car would make to horrible scratching sound when I would make a right turn. I finally realized that its the part under the car that you hook chains up to, to tow the car. Apparently last time my car was towed that the passanger side piece bent. Any idea on how to bend back a piece of steel?

I'd heat it up with a torch and wack it with a hammer. Someone else might have a better idea though

I think that part is somehow rubbing because I can't find any parts under the car with fresh scratch marks.
