Windshield Wipers are possesed....
it's non thirdgen..but I figure the system is probably similar. It's my 97 Chevy pickup.
The wipers on it don't work often. However...it seems that after you drive it about an hour...they start working just fine. I suspected the switch, because whenever the wipers don't work..the washer squirters don't work either. However..you can put the switch on..leave it on..nothing will happen..and then sometime later they start right up like nothing was ever wrong, without touching it.
Any ideas to narrow down my search?

Yup, bad ground...
Run a ground wire from the motor frame to the firewall and see if the demons are exorcised.

None of them.
The ground is a little piece of brass strap across one of the rubber isolator bushings that mount the motor... when the rubber gets old, the strap isn't held tightly against the (chinesium) motor, and the dissimilar-metal corrosion sets in.
You have to just add a little piece of wire from the motor frame to the chassis. Do what the factory should have done but was too cheap to do.

No, at least I don't think so... I don't see how an ungrounded wiper motor could affect anything else very much. But then I'm from the second most idiotic state in the nation, so I don't have a very good grasp of these complicated things.

I can certainly do that anyway...but wouldn't I be having more problems than just the wipers if the ground off the motor was bad?
