Heat soak? Maybe not

Heat soak? Maybe not
I have had trouble with starting my car when hot, well i thought when hot.
Here is a run down on my car.
1991 firebird 355 tpi, headers
I thought at first it was a heat soak issue with the starter, so i put a mini starter on it, thinking the problem was solved. Wrong, after extended driving at all it will only click when i turn the key, just one click, all the while i have power to everything else.
Well this morning it decided to do that after it had sat in the 40 degree temps we had here last night, so i think i can rule out heat.
My vats is bypassed, meaning we jumped the starter relay, and it is gone in my chip, what else can i start to look for?
My search yielded a lot of heak soak problems, which i believe now i do not have.

Have you checked the condition of the cable going from the battery to the starter? What are you reading power wise at the starter?
