odd wiring harness (87 z28)

like the topic says i was trying to get my car to start cuz it hasnt been even turning over recently, so then i bought a new battery, that didnt do the trick. then this afternoon i was looking from below the car and noticed a harness that was going nowhere. it laid between the firewall and the engine. well heres the pic, maybe one of you guys knows where it goes. id really appreciate any help, thanks

Transmission: MD8 (700 R4) + 3.42 LS1 Rear
that weather pack connector goes to the barometeric sensor. it wouldn't cause the engine not to turn over but set a code. i'd look elsewhere. starter, good grounds, etc...
