Regulator acting insane

Regulator acting insane
OK so I am checking my fuel set up for the first time. (all new on an all new motor) everything is new. 750 DP holly.
I turned on the electric pump and nothing happened. Then I pulled out the aduster screw very very slowly and all of a sudden BAM the fuel guage spikes to >15 and then fuel starts to leak everywhere.....
Please fill me in on what the regulator is doing. I am so lost.
