Cant Break Torque!!!

Cant Break Torque!!!
Me and my dad dad had to o over to go get some gas(excuse to take out the Monte SS out for a spin)
I have him drive so he can screw around in it a little
and eventually after a few quickly taken turns I told him id give him $20 if he could spin the tires...
We will just say I won that bet... It would only rev up to 2 grand (wtf) and arent the rear brakes supposed to let loose? Is it supposed to only rev up to 2 grand?
I think the car needs a COMPLETE tune up this time... other than the autolites(could it be spark plugs?) There are no misses or backfires... its just REALLY damn wimpy...
It did have a little get up and go when he manually shifted it hehe
Any ideas on what is going on? Hate how hard it is to get at the stuff on these 305's or id have already done the complete tune-up
So will it run any better with cap n rotor... new plugs... and plug wires?(cant think of anything else)(has new O2 sensor)

To Tune up or not to tune up
So lets say you do put all new stuff on it, so your out about $100??? You have the reassurance that all components are new. Plus its bound to help with mileage which all need help in that area now. You may want to be sure after your tune up to make sure there are no engine codes and that the timing is properly set. You may also want to try running some fuel system cleaner through the tank just for good measure. Hope you can break the tires loose soon.

I assume that he was applying the brake and pressing the gas at the same time? It doesn't necessarily mean the car is gutless, more like the brake power just outweighs the engine power. Did it used to be able to do this and now it won't?

make sure to do a fuel filter, that seems to be the case with all of a sudden sluggishness for me.
