Hello all
I have a 87 Camaro with a 305 4 barrel pretty much stock.
It runs and drives good but blows blue smoke--fuel I believe and for some reason it will not pass emissions below are the emissions numbers:
25/25 reading allowable 50/15 reading allowable
HC-ppm 170 148 257 152
CO-% 00.65 0.94 0.93 0.86
NOx ppm 1425 1047 2216 1146
The cat converter has been removed.
Here is a list of things I have fixed or replaced to try and fix without success:
New spark plugs, cap + rotor, vapor canister,purge valve,oil filter change,air filter and tried to set timing and it sounds good but there is no timing tab on the timing chain cover?
I am going nuts as this is my girlfriends car and we cant get it to pass emissions this year for her to drive legally.
Any help would be VERY much appreiciated.

Blue smoke is almost always oil. Your rubber valve seals in the heads have gotten hard and are not sealing and keeping the oil from getting into the combustion chambers. Its a very common problem with older Chevy engines.
If it wont pass without a cat, put a cat back on it, dummy! Its a federal offense to not have a cat, anyway.
