what should i test next I'm going to get a new cap and rotor in the morning

You need 3 things to start and run an engine:
- Fuel
- Compression
- Spark at the right time
So, you're sure you're getting proper fuel pressure and that the fuel is entering the cylinders? Is it carb'd or FI?
Did you run a compression test?
You're getting spark at every plug right? Did you throw off the distributor timing when you replaced the cap/rotor? It's easy to do especially if your hold-down bolt is a little loose.
