Cat and emmissions

If a cat is going bad, or already there, would both CO and HC be unusually high? My HC is slightly out of range, where as mey CO is very high.

Would a dirty air filter cause CO's to be that high?

Im trying to rule everything else out, before I assume cat. Ive done plugs, cap, rotor, and clean air filter. I want to also check FP and replace O2 sensor. TPS is good and was within range.

Replacing the O2 might help...usually the HC will be close to 3-400 when is going south. The cats job is to reduce unburned fuel.Which is HC(hydrocarbons)CO(carbon Monoxide) is usually around 2-300.If CO is very high I would look into a leaky injector or a out of range CTS sensor.
