Do I have blow-by? Bad rings?

I was reving up my motor to check for leaks on my new 350 i built. and the dip stick shot up... Does this mean I have blow by? A bad ring?
i had a pcv valve on it now i am putting a breather on it to help vent the crank case better...
I havent done a compression check yet... so basically my question is this...
My dipstick shot up today at about 5500 rpms... Is this bad?

Depends if the motor was built loose or tight.... May just be as simple as the PCV system you had on wasn't adequate for that motor. But yes, the dipstick coming out is because it's venting excess crankcase pressure blown past the rings. Whether it's bad or fine depends...

Well guess what... i just realized that I have the wrong dipstick in my car... it kept reading a quart low, So i added a total of 6 quarts.... i think too much oil is the culprit perhaps...
