ok guys now that i can turn the engine.. thanks for the help guys.. i cant get the damn pushrod to move up... i keep turnin the engine.. an it stays in place am i missin something?

There's nothing to make it move back up into the block, except for the spring in the now absent fuel pump. It just sort of lives in there, free to slide up or down.
Push it back up with your finger, and put the pump on before it has the chance to fall all the way back down.
If it's REALLY unwilling to do that, then take out the upper bolt that holds on the smog pump bracket, on the front of the block; and put a longer bolt in there, maybe a half-inch longer than the one you take out. Screw it in far enough to where it cintacts the rod and holds it up. DO NOT tighten the bolt any tighter than necessary, to avoid damaging the rod, and don't forget to put the original one back in, with a drop of sealer on the threads to keep it from leaking oil.

get a hacksaw blade or something similar very thing and flexible and use it to pry under the bottom end of the rod and push it back up into the block
first put wheel bearing or chassis grease on the rod real thick good, before you push it into the block, it should stay now after this,
if its not in the block far enough to get the pump on then you need to turn the crank over til it goes into the block further
