Can I get rid of this?

This rubber "insulation" piece circled in red looks like crap on my car. It is tattered and cracked and the rest of the engine bay looks pretty nice. Can I cut it off, or does it serve a very important purpose?

I assume it is to prevent wear and insulate your ac lines. I doubt removing it will have any major effect definatly not in the short term.
