What is this?

This was in my 90 Camaro that was originally TBI. It was next to the Charcoal Canister, and its a project car so nothing was hooked up to it. Does anyone know what it is and what it does?

Ah ok, so itll be fine if I just take it out then right? This is gonna be mainly a race car so I wont need cruise control.
