My car might have a short

I pulled one fuse out at a time and used a volt meter and checked if the car was still drawing power from the battery, and it was. For all of them. So i pulled every fuse out and checked it. Its still pulling power. What could it be?

Car: Yes
Engine: Usually
Transmission: Sometimes
Axle/Gears: Behind me somewhere
There are all manner of things that get power, that don't have a fuse in the fusebox.

The ECM, power seats, power windows, rear window defogger, maybe even some of the lights (underhood light for example...)

How much power is it drawing? How many amps?
