Is the throttle control cable or anchor point loose, or the throttle belcrank loose on the TBI throttle shaft?

Im really not sure of the name let me try and explain. there is a little shaft coming off the side of the TB, and a long elongated oval that goes around it, that actually pulls the throttle on the TB. that is loose i can move up back and forth quite a bit.

That sounds like the belcrank on the throttle shaft. The only good way to tighten it is to remove the throttle body, remove the throttle plates, remove the throttle shaft, and pein the end of the shaft back over the stamped belcrank (and possibly weld if necessary). They normally don't come loose unless they are subjected to excessive pull by the throttle cable. Once they are loose, the damage to the shaft begins to compound, thus, the possible welding to retain them.
