Idle problem

Well it's a 92 T/A 5.7. A while back I replaced the intake and runners with Edelbrock's hi-flo. Ever since the idle surges a bit. I've checked for vac leaks, did a tune up, and checked the iac and tps settings. The only thing I noticed was the iac valve could not be adjusted. I read there were two different types and I can't seem to adjust the pintle. It's supposed to be able to move in our out. This one won't move at all. So I'm curious does that mean it's bad? Is there a test I can do on it to tell if it's bad? Thanks for the help.
