Super Strange Power Steering Leak?

Alot of you know I recently had my car down for a while to paint it. However the powersteering pump pretty much dumped a quart of fluid on the ground.

Here is the weird part.... It is coming out of the reservior cap as if it is over flowing.... but it is just sitting there....


So... any ideas?

Transmission: under rated for this application
Axle/Gears: also under rated
If the system was say a "bit" overfull and someone turned the wheel to the right or left more than a turn, the fluid will back up into the reservior and come out of the cap. you see this alot at a garage where cars don`t run and need to be pushed in under some other form of power to be repaired.

The PS hadn't been serviced in half a year, so I am going to rule that one out.
