Throttle Stuck open only when running!

Hey guys. I'm having a problem with my throttle. When the engine is running the throttle sticks open and keeps the engine revved to about 2000 - 2200 rpm. However when the engine is off the throttle is tight and goes back to a fully closed position. What the heck is causing it? I would think it would just be the spring but why would it change when the engine is running?

Open the throttle wide and feel the sides of the area where the butterflies rub against. If there is a ridge, it's probably hanging on the edge when engine vacuum is against it. If there is no edge, disconnect the pedal cable, cruise control cable, and trans detent cable if auto. move the lever and see if the trottle shaft moves freely. Check for side end play, which should also show you how much the butterflies have worn the inner sides.
