Do I need pvc valves in both valve covers

I have an 89 GTA which I rebuilt to a 383.I have removed the air pump and egr valve. I reran my heater hoses and vacuum lines to clean up the engine bay. I have a vacuum line running to each valve cover at this time. The one on the drivers side is running to a breather chrome cap which takes a line off the side of it. The one on the passenger side is running to a normal pvc valve. For some reason after the car runs a while and heats up the one on the drivers side starts screaking like balloon when you let the air out slow.It even makes the car run rough.As soon as I pull the breather out of the cover the noise stops. If I put a plug in the line the car seems to run OK. Do I need a vacuum at both covers?

One side needs a PCV valve connected to vacuum, the other side needs a source of fresh air (not vacuum).
