Sounds like a choke issue. Is the choke thermostat wire still hooked up?

What exactly was done with the "carb tuning"?

I have same type of car like you with sme engine and everything...Do you have a computercontrolled carb??...Course you have, since you have oxygen sensor.....Then you also have ISC (Idle Speed control) system right??
I am having a lot of trouble with mine...So if that solenoid is wrong adjusted it may cause your idle speed go crazy...

But you have never had this problem on warm engine??...Then it could be something about your choke...And of course theck all you hoses that it is no vacuum leaks...
