Getting code 53 from highway driving...

Getting code 53 from highway driving...
I get the dreaded Service Engine Soon light when cruising on the highway.
I searched and found out how to get the codes, and came up with code 53...
53. High voltage at battery OR High voltage at exhaust gas recirculation valve OR Voltage reference error OR Problem at vehicle anti-theft system
According to the car's volt meter, voltage is fine at around 13. Does that leave the EGR valve? I never heard of high voltage at the EGR? What else can I check and how?
