90 Formula w/ intermitten starting probs!

Car: 94 S10 soon to be 305TBI, 01 Blazer
Engine: 4.3 TBI, 4.3 CPI "01 Blazer"
Transmission: 4L60E's
90 Formula w/ intermitten starting probs!
This car is really driving me crazy with this lil problem I have!
What turned from once in a while to now almost an every other day problem is really eating at me and Im getting tired being temporarly stranded!
Basically the problem is that sometimes when I go to start the car "TPI motor" turn the key and nothin, the gauges do the sweep that the do but sounds like no fire to the starter, I CAN here the relays by the power brake booster click on and off. When this happens I get pretty pissed and walk away for a bit say about 10-20 mins, I can come back to the car then turn the key and vroom, it starts!
This usually happens to me after a long ride, well so.... I THOUGHT! I was thinking the starter might be getting hot than that being the problem but guess again.
Well I replaced the starter on Sunday, and all seemed well until today, Well after the car sitting ALL DAY I got in to start her then nothing! I got pissed made a few calls after about 15 mins got back in turned the key, and then it starts!
I eliminated the starter being a problem! bat cables all apear to be good!
The ign switch "tumbler/keys" was replaced recently
Only advice I get now is either the Ignition switch "under dash" or the neautral saftey switch might be bad.
Will these two cause this problem? esp being random? Its hard to believe 1 minute it wont start than 1 minute it will start!
If the VATS system was acting up would this be a symptom or will it not start at all!?
I dont want to spend unnesecary $$$$$ to find out what it is, I already wasted my time and $$$ doing a started swap.
ALL HELP APPRECIATED!!!!!!

Sounds like a VATS problem. Have you tried taking the key out of the ignition and re-inserting it and trying again?

it sounds crazy but trust me if you take the shifter plate off you should see a five wire harness that nothing plugs into, atleast on my its just sitting there.
if you touch two of the wires together ( forgot which ones but will let you know tomorow) the car will crank no matter wat.
Side note is my car is carb so i dont have to have the ecu recieve the signal from the passkey module.
all i did was bypass the fuel pump cut off ( aka made key on) and used the wires to start my car.
on a ecu car im not sure how you'd do it
