My friends truck... lies or not?

Sooo the guy at Kragens out here where I live told my friend that he could gain 15HP with just a cold air intake bolt on, and 35HP with a catback and the cold air on his 1989 Toyota Pickup (V6 3.0) and I was just wondering if he was full of it?

*Possibly* with the air intake, very doubtful on the exhaust.
