High Idle Problem Fixed

Car: 1986 Chevy Iroc-Z28
Engine: 1989 TPI 350
Transmission: 700R4
Axle/Gears: stock 10 bolt with 2.73 gears
High Idle Problem Fixed

It was my ECM that was bad. The scantool was saying that there was no tps voltage and the wires to the sensor were good. I tested the TPS by removing it and putting on a new one. That still didn't fix the problem. I replaced my ECM and That fixed the Problem

It still runs a little rough, but I was getting around 13-15 mpg in the city when it was idling high.
