how much air should the smog/AIR pump be able to move when tested per the factory procedures?
The service manual simply says air should be present at the outlet, but ... how much? should it be able to blow your finger off the port? is it just a gentle breeze that you can easily plug with your thumb?

they don't build much pressure, maybe 5 PSI.
at idle you should be able to feel the air from it about 2~3 inches away from the output hose. when you rev it, both the pressure & volume goes up, but its still not a lot of pressure.

Right; they are designed to move a large volume of air, at relatively low pressure.
In fact, aquarium stores, where they have those millions of giant aquariums bubbling profusely away in a way you can't ever seem to duplicate at home, often use an AIR pump and a small electric motor mounted on a piece of plywood, as their air source.
One such rig can air a surprising number of aquariums.
