It's the DRAIN PLUG. As such, it's really not very critical.

The only 2 things you have to look out for are overtorquing it, which will destroy its "mecahnical filtering" and end up making it SUPER-SENSITIVE; and using something on the threads that prevents it from making a good electrical connection to the block.

15 ft-lbs is fine. Really anything from 12 to about 30 is OK; less than that, and it might leak, or past that, there's the risk of ruining it.
