can too much voltage to the fuel pump cause a loss in fuel pressure as you rev the motor?

i'm getting somethin glike 15.5 volts to my walbro, as i drive and get on it i keep on getting fuel starvation, loss in fuel pressure and the car just boggs out. i got a full tank of gas, and *** the pressure goes down and the car starts to bogg the pump starts to whine at a real sharp pitch.

i was told that i could be too much tank pressure. i checked and theres not too much pressure so thats out of the question as a factor. i was also told, that the pump may be too low in the tank, i dont think so cuz it just started acting up from one day to the next.i thought it was the pump so i put a new one and a new filter, and still nothing.

my set up is a walbro 340gss with an aeromotive fuel pressure regulator.

 

that is a bypass reg you are using correct? not a dead head? or aeromotive calls it a static reg
