What exactly does this thing do?
I was replacing a windshield washer pump for the 2d time. (The first one quit after just a few months) and when I reconnected everything, I hit the button on the turn signal stalk to activate the windshield washer pump and the pump worked, but I heard a noise that wasn't good. I took the cover off and there were somethings broke off that shouldn't have been and a plastic piece caught in the plastic gears. I got the plastic out and the windshield wipers still work, however, the pump does not, nor does the intermittent wipers. What exactly does this thing do? I checked with my local parts store and they quoted me a price of $56 something to replace it, but they would have to order it. I put the cover back on. Is this something I really need? I've attached a couple of pictures.

Looks like you've broken the park switch. You'll need a new cover.

It could, if the circuit board has been damaged in the process.

I'm pretty sure the circuit board is screwed. As stated in my initial post, it worked for a few moments, up until the time I heard the sickening noise.
