Got an odd one here not typical choke light problem

Got an odd one here not typical choke light problem

Ok so the new engine is in and sounds real good. I'm letting it run and notice the choke isnt opening. I check it no power, figure I'll pop my head in the car and check the fuse the choke light is on so yea it's not charging. The fuse is good but no power either side so I pop the charger on the car figuring I'll mess with the charging problem after the initial run in. I'm in the car watching the guages and pop the heater on since it's cold out and the choke light goes off and the volt meter indicates it's charging. Turn the heater off and the light pops back on.

Ok so before I go back into the freezing car hole today anyone have an idea of what stupid thing I did or dident do?

Well figured it out. My ground strap wasent making great contact. Kinda a odd ground issue but it's all working now with no problems.
